Can you please introduce your group and your farm ?

Since 2010 and its creation, the Agricultural Grouping of Common Exploitation of Salelles has evolved a lot. Today and since 2016, we are three owners, an apprentice and a part-time employee working in organic farming on the 90ha of crops/meadows and on the 70ha of forests on the farm. There are two production workshops: a “historic” milk sheep breeding workshop which produces milk for Roquefort Papillon Bio and generates about three incomes, and a “farmer baker” workshop created in 2016 which generates an income by producing twice a week, organic sourdough bread, sold in short circuits.

Why are you involved in the LIFE Biodiv’Paysanne project ?

Over the past decades, the accumulation of reports from the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) has provided evidences of the negative impact of human activities, including agriculture, on the climate change and the biodiversity erosion. At the scale of our farm, we have suffered from multiples summer heat waves in the past years, which have significantly affected our working methods whereas our production is organic and has been well established for more than 20 years. Grassland production that allows us to feed our flock of sheep is constantly decreasing, which affects our autonomy and questions the balance of the farm.

Whether globally or only on the scale of our farm, we know that time is running out before the situation becomes irreversible. Each degree gained on the inevitable increase in temperatures will make a noticeable difference in terms of the life quality on our planet/farm. The agroecological transformation of our production methods of our farm seems necessary and urgent for us. We are forced to modify our operating system to adapt to climate change while stopping contributing to it, or even trying to reverse the trend. While local actions are laborious and have very little effect on global climate change, we know these actions can rather have fast and significant effects on biodiversity. The ecosystem services thus rendered will improve our adaptability and our resilience. In this context, taking part in a project like LIFE Biodiv’Paysanne only makes good sense !

It is difficult to know what we have to do : improve our practices but not find the means, the solutions, the avenues to explore, the concrete adaptations to test or set up on our farm. We unfortunately don’t have the time to think, to share experiences with others, to train ourselves in new practices, to try other agronomic techniques on annual crops because our “basic” workload is heavy… and yet it is imperative and urgent to do so ! So for us, getting involved in the LIFE Biodiv’Paysanne project means a bit of “taking action” and it allows us to feel less powerless in the face of climate change, which we feel day by day in a very concrete and violent way because of our farming profession and our proximity to nature.

What do you hope to find in the project and what will it bring you?

As mentioned above, time is running out before the situation becomes even more critical and irreversible. Pragmatism and efficiency seem essential for us as we have hopes to achieve a great result. In this way, the LIFE Biodiv’Paysanne project and the expertise of the stakeholders such as CEN Occitanie, Solagro and Terre de Liens, as well as all the associated beneficiaries, is the most appropriate to offer us a robust scientific framework in order to co-construct together the most relevant tools and actions to improve biodiversity on our farm. Accompanied by these organizations and with a significant budget granted by the European Commission and the co-financers, we feel confident and more serene to develop our farm a little more on the path of agroecology, to make it more resilient, viable and livable for the farmers who will work there after us. Being a Terre de Liens farm, we also bear this responsibility.owners

Can you introduce yourself ?

I am Marc San Francisco, mayor of the village of La Fajolle, located in the Department of Aude. Before becoming mayor, I was a nurse at the Carcassonne hospital. But since 2007, with my wife, we are permanently living in the village. Our wish was to retire here since my wife’s father was adopted in the village of Roquefeuil next door, and she wanted to get back to her roots.

I always had very good relations with the former mayor since I was elected deputy alongside him. After his term, he handed over to me to become the mayor. I am currently in my second term.

Can you introduce your village ?

La Fajolle is a village of 13 inhabitants residing all year round and over 150 inhabitants during the summer period. The main activity is livestock farming with a herd of cow-goats and fish farming. We also do very limited green tourism with two lodges.

Where does your sensitivity for nature come from ?

I have always been sensitive to nature, but more about questions of fishing, hunting and mushroom picking. Much less on the protection of biodiversity. This sensitivity came from my wife’s commitment, who was much more sensitive to these questions.

What are the actions ?

The first action was to stop the herbicides used on the two alleys of the village. Indeed, they dramatically polluted the passing river, Le Rebenty. The chemicals used were washed away by rainwater and were flowing into the river. To overcome both the use of herbicides and weeds, Françoise, my wife, offered to plant flowers along the village roads and houses instead.

The second action was driven by the inhabitants of the village, because of the agricultural abandonment of the lands and the closing of the natural areas. They said “We have to do something, we’re going to be eaten by the hazel trees”. Indeed, this abandonment of the land by the farmers had favored the growth of trees which regained their right to the grasslands. To meet the needs of the inhabitants, we had a first contact with Vincent Dumeunier from the ENS department (Sensitive Natural Areas of the Department of Aude). Vincent directed us to the Conservatoire d’Espaces Naturels d’Occitanie and it all started with Mr. Romain Bouteloup, who came to visit us several times to set up an action plan. Thanks to the implantation of the village in a Natura 2000 zone and the support of Vincent Dumeunier, funding from Natura 2000 and the Department of Aude enabled us to start this huge work with the cutting of hazel trees to reopen the natural area and the building of fence to allow our farmer to settle down. In addition, we have signed an agreement with CEN Occitanie for the association to be responsible for monitoring and organizing the reopening of natural areas thanks to its internal skills.

Finally, we installed mains drainage and a wastewater treatment plant to preserve our nature because at that time, everyone threw hygienic jumps into the river.

What are the reactions of the residents ?

Overall good. We have a municipal council committed to the protection of nature, which unanimously votes on projects in favor of biodiversity. As elected officials, we respond to the request of the inhabitants which was the reopening of natural environments and the installation of a farmer, already living in the village. This reopening action has allowed him to build his sheepfold and increase the size of his livestock since he now has more land for grazing.

What is the desire to pay attention to nature ?

The idea is to leave to future generations a landscape and a natural environment as clean as we found them, or even better. There are emblematic species on our territory such as the Capercaillie and the Gray Partridge. We do what we can on our scale. We open doors, we make things easier.

Was there any reluctance to these actions ?

As things progress, the Municipal Council and the inhabitants realize that everything is going well, that the environmental protection structures don’t want to get the land for themselves and, on the contrary, integrate the human activities in the protection of nature. There is therefore a balance to be found between biodiversity and human activities. Everyone is a winner : as said just before, the farmer was able to make his sheepfold, he has more land because the natural area is reopened and the species that couldn’t live because of the hazel trees are back.

What are the advantages of preserving the biodiversity of your municipality ?

First of all, it gives a much more pleasant living environment. We are “Village Fleuri” (Flowered Village) and apply for the second flower. We are also “Sane Earth”. Locals are increasingly out and tourists stop to take pictures. We also have a website (http://lafajolle.fr/), run by Jacqueline Castel, my assistant. The photos posted online show the evolution of the flowers of the village but also of the landscapes and the wildlife according to the seasons. Then, we have an exceptional natural heritage and it is our duty to preserve it for the following.

Do you have other projects ?

Yes, we have signed with the CEN Occitanie, once again, an amendment to the agreement that all the plots of the municipality, except subject to the management plan ONF (Office National des Forêts), are managed over a period of 20 years. We are still working with Vincent Dumeunier, who was very important for the connection with CEN Occitanie, and who is always a vital help for the follow-up and the assembly of projects, such as the creation of the National Reserve of 1000 hectares (in partnership with CEN Occitanie, the Aude Claire Federation and the Department of Aude). On 2022, July 22, the Department of Aude should issue a decree classifying the village as a ZPENS (preemption zone for sensitive natural areas). The municipality will thus be able to pre-empt the sale of certain sensitive plots and thus have control of the land.

Your municipality is included in the LIFE Biodiv’Paysanne project, what does it bring you ?

This project provides us with funding to continue our work to reopen natural environments and preserve biodiversity. It is a real help that allows us to continue working with the current structures.

What is the interest of preserving biodiversity at the municipal level ?

There are challenges for each municipality since the biodiversity is different. It is a duty for future generations. It is obviously necessary to take into account all the economic, sociological, tourist, etc. aspects and to associate them. Here, at La Fajolle, we combine all these aspects : we preserve hunting and pastoralism, while having practices more respectful of the environment. You always have to ask yourself the question : am I preserving the balance of this species or this environment, or am I hitting the interest or the capital ? It is important to find the balance that allows human activities to continue without altering our biodiversity capital. It is because we did not do anything for years that we find ourselves in the current situations.

What can we do to reduce the impact of climate change? On our scale, we each have to do a little bit. Elected officials can focus on this approach at their municipal level. For us, it is necessary to be accompanied by CEN Occitanie because they have the skills. We work in complementarity. We must bury the great taboo that if we protect, we could no longer do anything, we will no longer be able to pick mushrooms for example. Things can be done in a reasoned balance. It’s a win-win situation. Moreover, it is important to educate people about the prohibitions. Prohibition itself is meaningless if we don’t know why we are prohibiting. If we say: you should not go in this area at this time because the Capercaillie sings and humans can disturb it, you have to explain and educate people.

People are very much in love with their territory and this affects their commitment in the preservation of biodiversity. We erected a pillar at the entrance to the village, which comes from the old cemetery : the text writes the foundations of how we perceive ourselves in our territory. In addition, the inhabitants trust the Municipal Council, it is a locomotive. We must focus on the issues that interest them, people must find their interest in the nature protection.

Finally, can you tell us your favorite place and species?

The Forest of Remembrance. We are in the process of creating, in partnership with the ONF and at the Col du Pradel, a symbolic high place for the inhabitants, a forest of 25 numbered trees. These trees can be chosen by the people where they can scatter their ashes. A small funeral plaque around the tree will be placed for everyone’s remembrance.

If I had to name just one species, it would be the isard (chamois). But I also like the capercaillie and the gray partridge.

As part of the LIFE Biodiv’Paysanne project and the preservation of biodiversity, we interviewed Mr. Arnaud MARTIN, president of the Conservatoire d’Espaces Naturels d’Occitanie for almost 2 years; also Teacher-Researcher at the University of Montpellier, Director of the Biology Ecology Department of the Faculty of Sciences of Montpellier and Lecturer at the University of Montpellier for more than 25 years.

What is biodiversity made for ?

Biodiversity is first and foremost the diversity of species, landscapes and genetic diversity. It does an enormous service to all systems since it ensures a certain continuity, meaning that it continues to operate even if a disaster occurs. The elements that disappear are replaced, since the species look alike but are still different and adapt differently to changes. It is a continuous cycle.

Why is it deteriorated nowadays ?

Today, we have pushed our production system to the limit. We have optimized agriculture through intensification and significant mechanization, resulting in a decrease in the number of farmers and an increase in the number of tractors and above all a considerable increase in the consumption of fossil fuels. We have developed new methods, used new chemicals, and destroyed corners of biodiversity in order to increase the size of the plots to be cultivated. We have entered into a logic of performance. Of course, the degradation of biodiversity does not only come from agricultural practices, but also from the artificialization of the landscape in general, which deteriorates and fragments species.

How do humans benefit from biodiversity ?

Biodiversity means crop assistants who help farms. For example, the creation of forests and/or hedges right next to an agricultural plot will contain predatory species of crop pests. However, we do not control nature. Theoretically, by increasing biodiversity, we increase crop assistants. To prove this theory, we experience through action research and peer review to bring all the knowledge and concrete results.

LIFE Biodiv’Paysanne has integrated agricultural areas into its project, why are these areas important in the preservation of biodiversity ?

This is very recent from the point of view of the ecology expert. Since the 1980s, humans have finally been integrated into the understanding of ecosystems. Before those years, nature was perceived as the no man’s place. In agriculture, situations have highlighted the importance of biodiversity in ecosystems.

We can take the example of the ocellated lizard in the scrubland of the Mediterranean. Staff numbers have dropped. By developing orchards, men have favored ideal habitats for the ocellated lizard since he has created low walls. The interaction of men with nature through agriculture with low walls, orchards, cultivated areas, wooded areas, grazed areas, has favored heterogeneity in the landscapes and a mosaic of many environments. In return, the ocellated lizard gets rid of certain crop pests.

There is therefore a form of agricultural production that is favorable to biodiversity and a win-win partnership. Moreover, putting nature in a glass case is not doable. We cannot prevent damage and nuisance caused by others. We cannot protect all areas and species, and we can no longer continue to overexploit the land to feed ourselves, hence the integration of agricultural areas and the union of both natural and agricultural areas in the preservation of biodiversity.

What are the benefits of agroecology on farms ?

The idea is to say what are the other economic functionalities that I will be able to add to my activity without affecting my yield. The main advantages are the possibility of attracting more customers since the production methods are linked to their values, of being able to work in a better environment, of learning new practices and being able to diversify. It is a system that can also reduce costs since it is less greedy in fossil fuels, chemicals and brand new equipment. Agroecology is valid for small and medium-scale farms.

Do you think people are committed to preserving biodiversity ?

In the idea, people are aware of environmental issues, but they consume nature as a hobby. Paying attention to nature is still mostly seen as a constraint. For example, for some people, plants are not alive and cutting down a tree is not a big deal. Many of our fellow citizens are still far from the protection of nature. The vast majority are indifferent to nature. It is therefore necessary to reach people who are practising outdoor sports.

On the health side, people are more aware and alert. But food remains a sector where strong improvements must be made to reverse the trend of processed products to the detriment of raw products. This change in consumption comes from a change in the standard of living: people live “at full speed”, and want to eat faster. Raw products are better for the health and for the wallet, you have to relearn how to cook them. Buying directly, on the farm or through small producers promotes proximity since you know the person, you buy the essentials and you gain in terms of life quality.

Politics also have their role to play in the protection of nature, by bringing an educational and regulatory side, in particular on the prunning of hedges and mowing. You have to educate people so that they see their interest in it.

Is the Occitanie region ideal for the LIFE Biodiv’Paysanne project?

It is a very good test region, since it is composed of various biogeographical domains: mountainous, Mediterranean and plains. It is a region extremely rich in biodiversity, which will make it possible to carry out studies and experiments on a larger scale, which could be useful to other regions.

Finally, can you tell us what is your favorite site and species in Occitania?

If I had to name just one of each, I would go to the hills of Tuchan with our farmers and the Valerianella, species of lamb’s lettuce, small messicole plants.

This diversity of natural environments is characterised by six major types of ecosystems that we find in France and close to home. The rocky and high mountain ecosystems, which cover 2% of the surface of metropolitan France, are represented by the Alps, the Pyrenees, the Massif Central and the volcanoes of Auvergne, the Jura, the Vosges massif and Corsica. Marine and coastal ecosystems cover more than 10 million km², 97% of which are located overseas. France is also home to the fourth largest coral reef area in the world. Agricultural ecosystems are characterised by areas cultivated or exploited for agriculture, which cover 54% of the metropolitan area. We also find forest ecosystems, which represent 16.4 million hectares in metropolitan France, and 9 million hectares of essentially tropical, diverse and biodiversity-rich ultramarine forests. Continental wetlands and aquatic environments such as streams, wet meadows, ponds, marshes, reservoirs, mangroves, stagnant or flowing fresh or salt waters also cover a wide range. Finally, urban ecosystems located in cities, which are spaces of nature that can be very diverse: woods, wetlands, vegetable gardens, private gardens, etc.

iodiversity therefore offers us breath-taking natural environments in which we can relax, work and enjoy their resources as well as endemic and varied animal and plant species, which provide us with many services, called ecosystem services:

– The supply service: food (crops, livestock, fisheries, aquaculture, etc.), fibres (paper, cotton, hemp, etc.), combustible biomass (wood heating, cereals for ethanol production), fresh water, genetic resources (genes exploited to improve resistance to crops for example), biochemistry /natural medicines and pharmaceutical products.

– The regulatory service: air quality control (lakes used as sinks for industrial sulphur emissions), climate regulation (forests, peatlands, oceans capture and store carbon dioxide), water regulation (wetlands and alluvial plains retain water to combat the risk of flooding), erosion control (vegetation, grassland or trees prevent soil loss under the action of wind or rain and prevent silting of watercourses), water treatment and waste treatment (wetlands remove pollutants by trapping heavy metals and organic matter), disease control (some forests minimise the occurrence of stagnant water, mosquito proliferation areas, which reduces the incidence of malaria), pest control (predators such as bats, snakes, or toads feed on pests that attack crops), pollination (bees pollinate crops), natural hazard control (mangrove forests and coral reefs protect coastal areas from storm surges).

– The cultural service: leisure and eco-tourism (hiking, camping, safari, outdoor sports), ethical values (spiritual development from sacred lands or rivers, beliefs)

– The support service: nutrient cycle (decomposition of organic matter contributes to soil fertility), primary production (algae transform sunlight and nutrients into biomass thus forming the basis of the food chain of aquatic ecosystems), water cycle (transfer of water from soil to plants, from plants to air and from air to rain).

France is home to an exceptional natural heritage. With mainland France and its overseas territories, it is present on two continents and in all oceans except the Arctic. Unfortunately, biodiversity is deteriorating because of the impact of our human activities, which are exerting major pressures on nature. To continue to enjoy its benefits and services, it is important that we unite to protect it.
